ANKARA, Turkey (AP) ? Turkey's leader is delivering a major speech that celebrates a decade of electoral success for his ruling party and touts the rising power's regional stature and strong record of economic growth.
Prime Minister Recep Tayyip Erdogan is addressing thousands of delegates in a sports arena at which the ruling Justice and Development Party will lay the groundwork for what it hopes is the continued domination of Turkish politics in the years ahead.
At the party congress Sunday, many people enthusiastically applauded Erdogan and some were even moved to tears. Turkey, however, faces tough challenges, including an increase in attacks by Kurdish militants and challenges presented by the war in neighboring Syria.

Apple's Cook sorry for Maps errors, suggests rival services
SAN FRANCISCO (Reuters) - Apple Inc Chief Executive Tim Cook apologized Friday to the consumer giant's customers who were frustrated with glaring errors in its new Maps service, and directed them to rival services instead, such as Google Inc's Maps.
Apple launched its own mapping service earlier this month when it rolled out iOS 6, the highly anticipated update to its mobile software platform, and started selling the iPhone 5.
But users have complained that Apple's new map service - based on Dutch navigation equipment and digital map maker TomTom NV's's data - contained geographical errors, gaps in information, and that it lacked features that made Google Maps so popular, including public transit directions, comprehensive traffic data or street view pictures.
"We are extremely sorry for the frustration this has caused our customers and we are doing everything we can to make Maps better," Cook said in a letter to customers released on its website, adding that the company "fell short" of its commitment to deliver "the best experience possible to our customers."
He then suggested that customers download rival mapping services available in Apple's App store, while the company improves the product.
"While we're improving Maps, you can try alternatives by downloading map apps from the App Store like Bing, MapQuest and Waze, or use Google or Nokia maps by going to their websites and creating an icon on your home screen to their web app," he said in the letter.

BEIJING (AP) ? A stage performance by bikini-clad women wearing headpieces styled after traditional Peking Opera has sparked debate in China after photos were made public this week, highlighting divided views on how to preserve the country's traditions.
Organizers of the Miss Bikini International Committee ? which was responsible for the show staged in April to promote an upcoming bikini competition ? defend the use of Chinese opera elements as a bold artistic attempt.
"We are only adding small elements of the opera to fit the Eastern style, and we are just adding Chinese traditional cultural elements on the stage in order to attract audience," said Li Jinkun, general manager of Beijing Beauty Cultural Development Co. Ltd., which organizes the bikini contests. "Our goal was to let the audience have a fresh and new feeling," Li said Thursday.
Supporters say such experiments should be tolerated in commercial endeavors, but opponents say the sexiness of bikinis insults the traditional art form, which typically appeals to older people.
The debate over the use of opera elements in the bikini show began on China's active social media, but state media soon chimed in with equally split opinions.
"To rejuvenate traditional arts is a serious matter. Any innovation must respect the art in the first place but not distort it or change it beyond recognition," the state-owned China Youth Daily said Wednesday.
But a microblogging site of the online version of the official People's Daily backed the changes, saying that traditional opera also can be sexy, while a commentator on the Weibo site said traditional operas cannot live in a vacuum.
"Bikini-style Peking Opera is an innovation. Whether it will last or not, only time can tell," commentator Wu Hongmin wrote.

Manila, Philippines ? INFORMATION Technology (IT) Parks are rising in the provinces and in Metro Manila to provide the infrastructure and connectivity needed to boost the robust growth of the country?s Business Process Outsourcing (BPO) industry. The new IT Parks outside Metro Manila are in the cities of Cebu, Mandaue, Cagayan de Oro, Bacolod, Iloilo, Bi?an, Tarlac, Baguio, Cabanatuan, Dasmari?as, Dumaguete, General Santos, Lipa, Naga, San Fernando, and Urdaneta, and in the municipalities of Marilao, Bulacan; Bacong and Sibulan, Negros Oriental; Rosario and Silang, Cavite.
BPO firms are the predominant locators in IT parks registered with the Philippine Economic Zone Authority. The government offers tax incentives to BPO firms, including value-added tax and income tax exemption. The IT-BPO industry is today one of the country?s biggest job creators. In 2011, the sector recorded $11 billion investments and created 638,000 jobs. For 2012, it expects $13 billion revenues on a labor force of 764,000. By 2016, it projects $27 billion revenues and jobs for 1.3 million Filipino workers.
The rising demand for call center services leads the BPO boom. The Philippines holds a major portion of the global outsourcing market, due to the English proficiency of Filipinos. Call centers count among its clients giant multinationals. Pharmaceutical firms outsource their medical transcriptions in the country.
This year, several grants and subsidies were earmarked by various agencies and institutions for the sector?s educational and technical development. The Asian Development Bank granted P27.3 million in technical assistance for skills enhancement. State universities nationwide were allocated a budget of P125 million to fund IT-BPO-based programs. A P450-million subsidy was set aside by the Technical Education and Skills Development Authority for training. The Information and Communication Technology Office of the Department of Science and Technology allocated P350 million to support the IT-BPO industry.

I must be honest. There are some days when I sit down to write and I think there?s not a shred of creativity in me. Today, as I began, was one of those days.
So I thought, why don?t I tell them about that? How do you get creative or resourceful when it just doesn?t seem to be there?
Easy peasy, as we used to say at school. (I think we might have added ?lemon squeezy? too ? but who cares?).
I simply remember all the times I have been resourceful. I see myself sitting at my desk writing furiously, wondering how on earth so much time can have passed I?m on such a roll. I recall times when I was teaching, or explaining something passionately to my kids, or when I had to think up a plausible excuse to get myself out of a hole, or when friends dropped in unexpectedly and I concocted a meal out of a larder I had considered empty ?. the number of times any one of us has been creative and resourceful is huge.
Pretty soon, my brain is so full of ideas, I wonder if I can just keep to one a day. My posture changes, I may walk about, my breathing is different.
And you know what? You can do it the other way round too. If I change my posture, my breathing and my movements to the way I am when I feel creative, that old creative feeling comes back all by itself.

Bizarre 2012 earthquake signals birth of world's newest tectonic plate
After millions more years of similar earthquakes, the ruptures will begin to favor a particular path, giving rise to a new plate boundary, and separating today's existing plate into two.
The earthquake that struck Sumatra was a big one. Here's how it compares to some record holders.

Eight years earlier, in December 2004, the?third largest earthquake on record?had ripped through a nearby region of the ocean floor. The magnitude-9.1 earthquake and the monstrous tsunami that soon followed killed more than 227,000 people in 14 countries,
So when a magnitude-8.7 earthquake (some put the magnitude at 8.6) shook the Indonesian island on that Wednesday afternoon earlier this year, many expected the worst. Yet,?no monster wave appeared. A wave did come ashore, but it was a miniature tsunami, just 12 inches (31 centimeters) high.
All told, the earthquake did very little damage ? yet only five higher earthquake magnitudes have ever been recorded. So what was the deal? [Video: What Earthquake 'Magnitude' Means?]
New research published today (Sept. 26) in the journal Nature delves into the intimate details of this earthquake, along with the powerful, magnitude-8.2 quake that followed two hours later. The new studies add to an existing body of research that shows this was a remarkable event ? one of the most surprising earthquakes ever recorded ? and one that offers an unlikely snapshot of a geological process millions of years in the making.
Turning a corner
Data captured by a global network of seismometers on April 11 revealed almost immediately that this quake was a strike-slip earthquake ? the sort that races along?the San Andreas Fault. Strike-slip earthquakes occur when two sides of a fault jolt horizontally, displacing the ground sideways. Since these earthquakes don't shove the ocean floor upward ? a required move for tsunami generation ? no deadly wave appeared. [April 2012 Sumatra Quake (Infographic)]
Tsunamis are typically the devastating handiwork of quakes known as?subduction earthquakes. They're the most powerful earthquakes on the planet, and they occur at plate boundaries, where one tectonic plate is grinding inexorably beneath another. When the bottom plate suddenly lurches deeper, a colossal amount of energy is released, unleashing the sorts of massive earthquakes and calamitous tsunamis that hit the Indian Ocean in 2004 and the coast of Japan in March 2011. It quickly became apparent that the April 11 earthquake was the most powerful strike-slip quake ever recorded. Which was strange.
Not only was the quake of unparalleled power, it?hit in the middle of a tectonic plate, not at a plate boundary, like the San Andreas Fault. "So already it has two unusual attributes," said Thorne Lay, a professor of earth and planetary sciences at the University of California, Santa Cruz, and an author on one of the papers published today.
Lay and his team set out to construct a blow-by-blow account of how the earthquake progressed, and what they found added to the quake's mystique. This earthquake was able to turn corners.
"It's totally unusual," Lay told OurAmazingPlanet. It turns out that the quake began on one fault, streaking along at more than a mile per second, and, when it reached an intersecting fault, it ruptured that one, too. In all, it ruptured four different faults over the course of 150 seconds, unleashing an amount of energy equivalent to about four magnitude-8.0 earthquakes.
Lay said that, typically, when earthquakes spread to connecting faults, the rupture rips along faults that branch away from the initial fault like the branches of a river. These earthquakes raced along in a grid-like pattern,?making 90-degree turns along faults?that resemble a lattice.
"Here, they really do seem to go along perpendicular faults, and we haven't seen anything like that with a big earthquake," he said.
However, he said, the weird rupture pattern reflects the weird geological circumstances at play in the neighborhood where the earthquake hit. The April 11 earthquake occurred in a region that is giving birth to the Earth's?newest tectonic plate.
Birth pangs
The earthquake hit in the middle of the Indo-Australian plate, a plate that is being torn asunder. And in fact, it is this process that helped trigger this astonishingly powerful earthquake. In a way, the area where it hit was primed for a major earthquake ? scientists just had no idea how major such an earthquake could be.
"It's a pre-existing zone of weakness," said Matthias Delescluse, a marine geophysicist at Paris's Ecole Normale Sup?rieure and an author of another Nature paper on the earthquake published today.
The faults that the earthquake ruptured are, essentially, the bones of an?ancient volcanic seam?that once snaked across the ocean floor, giving rise to new crust. The system fell silent 45 million years ago, but the fractures it created in the tectonic plate are still there. ?
And this particular tectonic plate is undergoing some major stress, Delescluse told OurAmazingPlanet. "I like to represent it with the sidecar analogy," he said. Think of the Australia region of the plate as a motorbike, and the India region as a sidecar. Both are hurtling northward at a fast clip ? for a tectonic plate at least ? at about 2 inches (5 cm) per year.
"Now imagine the sidecar ? not the motorbike ? runs into a wall," Delescluse said. "The sidecar would compress, and the motor bike, depending on the violence of the shock, would finally detach from the sidecar."
That wall that our India sidecar is hitting is the Eurasian plate. The colossal collision has produced some impressive side effects: the Himalayas, the highest mountains on Earth. Australia is able to continue its progress largely unhindered, because that portion of the plate is diving under another tectonic plate ? a process that produces the sort of massive earthquake that hit in 2004.
The evidence suggests that the Indo-Australian plate began to be ripped apart between 8 million and 10 million years ago. The 2012 earthquake is just one of many that have likely ripped along the same region since this process began.
After millions more years of similar earthquakes, the ruptures will begin to favor a particular path, giving rise to a new plate boundary, and separating today's existing plate into two.
Delescluse said that the singular earthquake measured in 2012 offers a glimpse of this process in unprecedented detail. ?
"This event is really illustrating what happened in the past and will happen in the future," he said.
Because the continental plates are built differently than oceanic plates, which are far more brittle, it's unlikely that such a colossal strike-slip quake could hit on land, Delescluse said.
Rare event?
A third paper published today shows that the?April 11 earthquake likely triggered earthquakes?around the world for a short time afterward.
Together, the papers offer an unprecedented look at the geological setup for the earthquake, how it unfolded second by second, and its aftermath.
"The fact that within six months we have understood this much ? that is really quite impressive," said Hiroo Kanamori, a professor emeritus at Caltech, and a revered figure among geophysicists. He was not involved in the research.
Kanamori, who has studied large earthquakes for decades, said that vast improvements in both the quality and quantity of instruments, and of methodology, has allowed the science to make unprecedented strides forward.
"If this had happened 40 years ago, it would have taken a few years to even understand what it was," he told OurAmazingPlanet.
And although he said the event certainly was surprising, he noted that it's only surprising from the perspective of a human lifetime ? "not on the geological time scale," he said.
Lay echoed Kanamori's long-term perspective.
"When you're dealing with a process that may be taking millions of years, we're getting a very short window of observation from which to make generalizations about the past," he said. "Astronomers can look farther away, and they can see farther back in time ? we see what we see today," he said. And the Earth may have more geological surprises in store, he said.

FDA: Bully Sticks Recalled | Babble Pets
The company that manufacturers ?Boots and Barkley Beef Bully Sticks? is issuing a voluntary recall of the pet treats due to a risk of salmonella, says the US Food and Drug Administration.
The recalled five-inch, six-count packages of American Beef Bully Sticks were sold at Target from April to September of 2012.?The FDA?s press release left out a really important factoid, though. Boots and Barkley?s ?Bully Sticks? are, in fact, dried bull penises.
So the real news story here (to me) is that not only do dried bull penis pet treats exist, they?re sold at Target, which seems like a pretty mainstream place to just have dried bull penises laying around. Another angle to this story is that people apparently give their dogs dried bull penises to gnaw on, and don?t even pass out from the incredibly high skeeve factor.

According to the?FDA, animals that eat the recalled ?bully sticks? and humans who handle the product are at risk for contracting salmonella.
Pets with salmonella?infections may be lethargic and have diarrhea or bloody diarrhea, fever, and vomiting. Some pets will have only decreased appetite, fever, and abdominal pain. Infected but otherwise healthy pets can be carriers and infect other animals or humans. If your pet has consumed the recalled product and has any of these signs, please contact your veterinarian.
People who may have handled the products should monitor themselves for symptoms such as nausea, vomiting, diarrhea or bloody diarrhea, abdominal cramping and fever, advises the FDA. Rarely,?Salmonella?can result in more serious ailments, including arterial infections, endocarditis, arthritis, muscle pain, eye irritation, and urinary tract symptoms. If you?ve had any of these symptoms after handling the recalled bully sticks, please contact your healthcare provider.
I haven?t come in contact with salmonella-tainted dried bull penises, but I am close to vomiting right now. However, I?m probably not infected with anything. I?m just completely skeeved from learning that dogs gnawing on dried bull penises is a thing. In this case, there?s no need to contact my healthcare provider. Instead, I?ll just go look at pictures of animals doing ?jazz hands? and/or wash my brain with bleach.

Argentina and Iran to discuss 1990s bombings
UNITED NATIONS (Reuters) - Iran and Argentina have agreed to a meeting to discuss two 1990s attacks on Jewish targets in Buenos Aires that were allegedly sponsored by the Islamic Republic, Argentina's president said on Tuesday.
Argentine courts have accused Iran of sponsoring a 1994 attack on a Buenos Aires Jewish center that killed 85 people.
That assault came two years after a group linked to Iran and the Lebanese militant group Hezbollah claimed responsibility for a bomb attack on the Israeli embassy in the Argentine capital, which killed 29. Tehran has denied links to either attack.
Argentine President Cristina Fernandez, speaking at the United Nations General Assembly, said that after years of mostly fruitless diplomacy Iran had extended the offer to have a meeting last week.
Fernandez said the discussions would take place at the foreign minister level on the sidelines of the annual gathering of U.N. member states. Iran "wants to cooperate and collaborate over the investigation" of the attacks, she said.
An Iranian representative to the United Nations did not immediately respond to an e-mailed request from Reuters to confirm that a meeting would take place.
Iran has vehemently denied any role in the bombings for the past two decades, and it was unclear whether its decision to agree to a meeting now was related to mounting international pressure over its nuclear program.
Speculation over a possible Israeli attack on Iranian nuclear installations has increased in recent months. Iranian President Mahmoud Ahmadinejad has also come under fire recently for anti-Israeli rhetoric, including his statement on Monday that Israel will be "eliminated.
Under sanctions and increasingly isolated due to its nuclear program, Tehran has few allies and needs friends. Argentina is also on the 35-nation board of the U.N. nuclear watchdog, where Iran's nuclear program is a key issue.
Meanwhile, Reuters reported in December, citing U.N. diplomats, that Argentina has quietly explored closer relations with Iran. The countries have seen growing trade ties, with Iran one of the biggest buyers of Argentine corn.
Nevertheless, Fernandez was careful to say that she would consult victims of the bombings during any talks - highlighting the political sensitivities she faces in Argentina, which is home to Latin America's largest Jewish population.
She also reiterated a previous offer to have courts in a third-party country investigate the bombings.
"I must tell you I expect results from this meeting," she said.

Study reveals genomic similarities between breast cancer and ovarian cancers

One subtype of breast cancer shares many genetic features with high-grade serous ovarian cancer, a cancer that is very difficult to treat, according to researchers supported by the National Institutes of Health. The findings suggest that the two cancers are of similar molecular origin, which may facilitate the comparison of therapeutic data for subtypes of breast and ovarian cancers.
The researchers, using data generated as part of The Cancer Genome Atlas (TCGA), described new insights into the four standard molecular subtypes based on a comprehensive characterization of samples from 825 breast cancer patients.
The study, a collaborative effort funded by the National Cancer Institute (NCI) and the National Human Genome Research Institute (NHGRI), both part of NIH, was published online Sept. 23, 2012, and in print Oct. 4, 2012, in the journal Nature.
"TCGA's comprehensive characterization of their high-quality samples allows researchers an unprecedented look at these breast cancer subgroups," said NIH Director Francis S. Collins, M.D., Ph.D.
Analyses of genomic data have confirmed that there are four primary subtypes of breast cancer, each with its own biology and survival outlooks. These TCGA findings are based on a large number of breast cancer specimens that capture a complete view of the genomic alterations. The four groups are called intrinsic subtypes of breast cancer: HER2-enriched (HER2E), Luminal A (LumA), Luminal B (LumB) and Basal-like. A fifth type, called Normal-like, was observed, but because of small numbers (only eight specimens) the researchers were unable to rigorously study it.
The TCGA Research Network uncovered marked genomic similarities between the Basal-like subtype and serous ovarian cancer. The mutation spectrum, or types and frequencies of genomic mutations, were largely the same in both cancer types. Further analyses identified several additional common genomic features, such as gene mutation frequency, suggesting that diverse genomic aberrations can converge into a limited number of cancer subtypes.
Computational analyses show that Basal-like breast cancer and serous ovarian cancer might both be susceptible to agents that inhibit blood vessel growth, cutting off the blood supply to the tumor, as well as to compounds that target DNA repair, which include chemotherapy drugs such as cisplatin.
The Basal-like subgroup has also been called Triple Negative Breast Cancer because many, though not all, Basal-like tumors are negative when tested for three receptors: the estrogen receptor, the progesterone receptor and human epidermal growth factor receptor 2 (HER2). These receptors can trigger potent cell growth responses and act like a nametag, identifying the cell to the environment. The absence of these receptors means that treatments that target them will most likely be ineffective.
"The molecular similarity of one of the principal subtypes of breast cancer to that found in ovarian cancer gives us additional leverage to compare treatments and outcomes across these two cancers," noted Harold Varmus, M.D., NCI director. "This treasure trove of genetic information will need to be examined in great detail to identify how we can use it functionally and clinically."
According to the World Health Organization, there are approximately 1.3 million new cases of breast cancer and 450,000 deaths worldwide annually. Breast cancer is the most common cancer among women. The majority of cases are sporadic, meaning there is not a family history of breast cancer, as opposed to genetic, where genes predispose a person to the disease. Men can also develop breast cancer, but it accounts for less than 1 percent of breast cancer cases.
Breast cancer tumors that have the HER2 receptor are called HER2-positive, and those that don't are called HER2-negative. When researchers analyzed the genomic findings from tumors determined to be HER2-positive by standard cellular tests, they found that only half of the samples could be characterized as belonging to the HER2E subtype. The other half were characterized as Luminal subtypes, suggesting that there are at least two types of clinically defined HER2-positive tumors.
In general, the Luminal subtypes had the lowest overall mutation rate, but by contrast, had the largest number of genes observed to be significantly mutated. This suggests that each of the genes identified as significantly mutated in the Luminal subtypes is more likely to be important in fueling cancer progression. The Luminal subtypes are characterized by the specific expression signature of multiple so-called transcription-factor genes, including ESR1, GATA3, FOXA1, XBP1 and cMYB. These genes have a complex interaction, cooperating in an orchestrated series of activations. GATA3 and FOXA1 are frequently mutated, but those mutations are mutually exclusive, meaning that mutations were observed in either GATA3 or FOXA1 but never in both. However, ERS1 and XBP1 are highly expressed but infrequently mutated.
The scale of the TCGA program allows researchers to perform the integrative analyses that detect these complex patterns of genomic changes and interactions. This close inspection of the cancer genome has led to a deeper understanding of the mutations essential for cancer progression, and several new candidates were identified in this study. The authors hope that discovery of these mutations will be a crucial step toward improving breast cancer therapies.
This publication focuses on the discoveries made through a combined analysis involving data from 825 breast cancer cases, which are freely available in the TCGA Data Portal, with several hundred more cases to come.
"The data generated by the TCGA program comprise a vast resource that investigators will be analyzing for years to come. The resource of information about breast cancer genomes will undoubtedly fuel myriad discoveries by the cancer research community," said Eric D. Green, M.D., Ph.D., NHGRI director.

But many of the cuts they're pushing would be partially negated by their proposals to lower top tax rates on both corporations and individuals.

The Republican presidential nominee told donors gathered in the San Diego area that Saturday's fundraiser there is his last one. Romney is expected to launch a more aggressive campaign schedule targeting swing states in the coming weeks. He's spending Saturday at private fundraisers around San Diego and Los Angeles.
Romney's fundraising focus comes as some Republicans say he's not spending enough time with voters in swing states. Election Day is less than seven weeks away.
