Tourism clashes with research in planning Catalina's future

The Catalina Island Conservancy plans to raise funds for its stewardship of the island by opening new tourist attractions, raising the ire of biologists who say the nonprofit has all but given up on field research.

Ann Muscat, the conservancy president and chief executive officer, wants the harbor town of Avalon to become the gateway to the island's 42,000-acre nature preserve, consistent with the vision that chewing gum magnate William Wrigley Jr. had when he bought up much of the island in 1919: a destination for people to enjoy in many ways.

The conservancy announced plans Tuesday to transform the Catherine Hotel, a century-old establishment best known for serving the coldest, cheapest beer in Avalon's cozy harbor, into a nexus of nature exhibits and accommodations for researchers and eco-tourists.

The 14-room hotel, bought with a seven-figure gift from an anonymous donor, faces a popular harbor promenade edged with Victorian homes and docked pleasure craft. Once refurbished, it will feature a restaurant and gift shop where tourists can buy tickets for proposed attractions, including an upgraded Wrigley Memorial and Botanic Garden and a gondola ride from the garden to a scenic ridgeline overlooking the city.

The conservancy believes the 10- to 15-minute gondola ride would engage visitors who come to Catalina to explore Avalon but go no farther. The ride would also generate revenue to help pay for conservation, educational programs and infrastructure, Muscat said.

The projects, recommended in the conservancy's new 20-year master plan, align with efforts by the Santa Catalina Island Co. to revive Avalon's stature as a tourist destination 22 miles off the California coast.

About 88% of the 75-square-mile island is owned by the conservancy, which is a steward for at least 50 plant and animal species found nowhere else in the world.

Muscat acknowledged that some scientists are not fond of the changes. "We are in an emotional time of transition within the conservancy, a time of change as we think about plans for the next 20 years to help us ensure our economic stability," she said.

Critics include Carlos de la Rosa, who stepped down as the conservancy's chief conservation and science officer earlier this month.

"In this conservancy, conservation is no longer a passion," said De la Rosa, who took the job in 2006 and went on to become one of the most popular scientists on the island. "It is more interested in generating tourism dollars with flashy attractions." De la Rosa, 56, is taking a position as director of the Organization of Tropical Studies' La Selva biological field station in Costa Rica.

His departure saddened scientists, including Steffani Jijon, 24, a biologist working on a Catalina Island bald eagle restoration project for the Institute of Wildlife Studies. "It's a huge loss, personally and professionally," Jijon said. "It shows how the conservancy's focus is off-target."

The 40-year-old conservancy has succeeded in returning the island to a more natural state, restoring conditions that had been severely altered by nonnative animals, ranching and farming. In January, the conservancy trumpeted a remarkable recovery for an endangered species: 13 years after a distemper epidemic nearly wiped out all Catalina Island foxes, the population has grown to 1,542.

Still, increasing accommodations for researchers cannot come soon enough for biologists stationed at the conservancy's inland headquarters, known as Middle Ranch.

Tensions have been mounting for years between biologists and administrators over cost-cutting measures that have curtailed field research. The conservancy has doubled the size of its staff to 80 over the last decade, an increase that raised the number of biologists from six to 10.

Administrative costs now account for 20% of the conservancy's $12-million budget, which is funded by philanthropy and grants, endowments and earned income from gift store sales and inland tours. About 23% of the budget goes for infrastructure, including maintenance of the airport and 200 miles of roads. About 29% goes to education and conservation programs.

Critics say the proposed gondola is financially risky and will require significant funding upfront, consuming resources that could be used on the conservancy's core missions: conservation, education and recreation. Some biologists argue that not enough has been done to upgrade Middle Ranch, which remains a hodgepodge of aging structures, providing accommodations for no more than two researchers at a time. Annual surveys of birds and mammals were suspended indefinitely seven years ago to use those funds for other projects, such as bison management.

"Some people are disappointed," said Julie King, the conservancy's senior biologist and acting conservation manager. "Middle Ranch should be the most important thing the conservancy focuses on."

F---ed Up Fear 'Tokio Hotel Zealots' In Musical March Madness

Of all the first-round upsets in MTV's Musical March Madness tournament (and there were a lot), none was as shocking as Toronto hardcore act F---ed Up's trouncing of top-seeded — and heavily favored — Mumford & Sons. Except to F'ed frontman Damian "Pink Eyes" Abraham, that is. He saw this one coming from the day the bracket was revealed.

"I think anyone who bet on them was a fool, because, let's just be honest, if their fans were really living the Mumford & Sons way, they're probably not the most technologically savvy individuals in the world," he laughed. "It's all based on, you know, the 1920s, so the Internet at that point was just a wireless typing device, and it takes a lot longer to spell out 'Mumford & Sons' in Morse code. How many dips and lines is that?"

Of course, he was joking — he never really thought F---ed Up stood a chance against the mighty Mumford — though, as three years of Musical March Madness has proven, anything can happen. And as the first round wore on, and F'ed closed the gap, Abraham actually started believing. Even if he didn't want to tell anyone.

"Mumford & Sons have sold, conservatively, 100 times as many records as us; and they are a very popular band. ... I mean, they've played with Bob Dylan. I thought it was a sure defeat," he said. "I gotta admit, I really hate sports, but I think everyone at their core has a competitive nature, and as soon as I saw there was a glimmer of hope that we might win, it felt amazing. But, like, I didn't want to start shouting, 'We're going to win!' or anything, because I still wasn't sure, you know?

"And I'll be honest: I never wanted to be in a really popular band,'" he continued. "So it really felt strangely touching, because it was like, 'Wow, this many people cared enough to take time from looking at pornography to vote for me? That's awesome.' "

So now, having dispatched of Mumford, F---ed Up draw #8 Radiohead in round two — voting closes Sunday at midnight ET — with a spot in the Sweet 16 on the line. And, well, let's just say Abraham isn't confident about his band's chances ("It's like a commuter college taking on Duke," he laughed). Though, as Sum 41 proved with their miracle run to the Elite Eight in last year's MMM tourney, stranger things have happened.

And if F---ed Up somehow manage to take down Radiohead, Abraham has already done some advanced scouting on his band's next opponent, Tokio Hotel. And he's sufficiently terrified, to say the very least.

"This is a tournament that's not going to get easier; it's not like we're going to get to the next round and find ourselves facing No Use for a Name. It's just going to get worse as time goes on," he said. "Mumford & Sons? That was just a taste of what's to come; we're dealing with people that have really, really rabid — to the point of being mentally unstable — fans now, and F---ed Up's fans are just a bunch of nerds. We're nothing against these Tokio Hotel zealots. I'm worried they're going to firebomb my house or take out my knees."

MTV's 2012 Musical March Madness tournament has reached the second round. Mansions, jets: Libya wants Gadhafi assets back

LONDON -- With nine bedrooms, a stylish indoor pool and a suede-walled private movie theater, it was a standout luxury home -- even in a London neighborhood already full of celebrities and super-rich foreign oligarchs.

But after?being wrecked?by squatters, 7 Winnington Close is now at the center an international court battle over the multi-billion dollar assets of dead Libyan dictator Moammar Gadhafi.

The $16 million property, in north London?s wealthy Hampstead area, was bought by the despot's playboy son Saadi about six months before the Arab Spring uprisings began.

Now that the Gadhafi regime has been swept away, Libya's new government wants ownership of the home, alleging it was purchased with cash plundered illegally from the state and its citizens.

The country's new rulers will ask Britain's High Court on Friday for the repatriation of the property as the proceeds of corruption.

Lawyer Mohamed Shaban will argue that Saadi, a former professional soccer player who is now living under house arrest in Niger, could not possibly have afforded the mansion on his wages as a commander in the Libyan army and therefore must have purchased it with state funds.

Fast cars
It is significant development ? the first international move to recover parts of the vast Gadhafi family portfolio of property, hedge funds, fast cars and private jets.

"If we are successful, we will then start to build a case for the other assets," Giuma Bukleb, media attach? to the Libyan Embassy in London, told msnbc.com.

The court case?will also signal the end of a year-long occupation of the house by squatters.

A group calling itself "Topple The Tyrants" took over the house during the uprising, demanding that it be returned to its "rightful owners," the Libyan people.

The squatters unfurled a banner on the roof that read, "Out of Libya, Out of London" and "Solidarity," and posted a notice on the door declaring the building occupied ? a move that under British law prevents owners from using force to access to their own property without the backing of court bailiffs.

One Libyan law student who took part in the occupation told the London Evening Standard the mansion had been "pretty much destroyed" inside, adding: "There's no furniture, just mattresses. The swimming pool is smashed and the heating doesn't work."

When msnbc.com visited the house this week there was no answer at the door. A black leather couch had been pushed up against the side entrance to prevent access.

'Peace and quiet'
The occupation has bemused neighbors, whose quiet cul-de-sac is now regularly besieged by reporters and Libyan political activists.

"It was noisy at the start but we haven?t heard anything for a while," said one neighbor, who declined to be named. "I hope the court action is successful so that Libyans get their property and we get our peace and quiet."

Robert Palmer, a campaigner for anti-corruption group Global Witness, said Friday's court case would be "hugely significant."

"This is the first action to recover the British assets of an Arab Spring dictator," he said. "A lot of people will be watching to see what happens."

$20 billion in assets?
Bukleb said much of the Gadhafi family's property is in London, where one of the dictator's sons, Seif, attended the London School of Economics.

Libyan Embassy officials say?a court victory will trigger a deeper investigation into the Gadhafi family's complex network of assets, which Britain's Treasury estimates could be worth almost $20 billion in total.

Many are owned through offshore investment companies. The house at the center of Friday's case is registered to Capitana Seas Ltd., a company based in the British Virgin Islands. The embassy's lawyers were forced to seek the U.K. Treasury's intervention in order to establish a link to Saadi Gadhafi, who is thought to be one of the company's directors.

Embassy officials believe the family's U.K. property assets include the $200 million Portman House on Oxford Street and apartments worth a total of $25 million in South Kensington.

"The fact is, we simply do not know for certain exactly how much the Gadhafi family had in London," Bukleb said.

Palmer believes Capitana Seas will not contest the court action because it is owed money by Saadi.

'Greedy hands'
Saadi's lawyer, Jerusalem-based Nick Kaufman, did not verify that claim, but told msnbc.com: "Even if Saadi was a director of the company, he was never lawfully served with any legal documentation relating to this outrageously speculative claim."

He added: "The NTC, which has been criticized for a lack of transparency in its own financial dealings, is exploiting the fact that my client is currently subject to wholly unjustified international sanctions and an Interpol red notice for baseless criminal charges -- which it itself instigated.

"As a result my client cannot leave the humanitarian protection afforded him by Niger without fear of unlawful arrest. He can neither travel abroad nor can he get access to funds, at present, to instruct British lawyers to represent his interests in the face of this outrageously speculative claim based on surmise and not evidence."

He added that the court action is "a meritless publicity stunt designed to lay greedy hands on a property that was lawfully acquired."
